MINUTES OF THE ANNUAL MEETING OF HOMEOWNERS AND BOARD OF
DIRECTORS CONDUCTED ON JANUARY 28, 2003 AT THE CHAPMAN FARM CLUBHOUSE.
CALL TO ORDER:
The meeting was called to order at 7:05pm with the following
members present:

ROLL CALL AND CERTIFICATION OF PROXIES
10 homeowners were present at the
meeting and there were 2 proxies on file, therefore, a quorum was not
achieved. The re-scheduled Annual
meeting will be held on February 25th, 2003 at 7:00pm.
HOMEOWNERS COMMENTS
- Mr.
Cordes said that he would research the speed bumps and report to the
board.
- Resident
said that he had spoken to Sgt. Peterson and in his opinion; traffic has
actually been slower in the last six months.
- Resident
mentioned the website for Ann Arundel County Public Works for information
regarding speed bumps. The website
is www.aadpw.org. He mentioned that the issue of speed
bumps was debated about 5 years ago and the issue was about private
enforcement vs. speed bumps and their cost effectiveness.
- Mike
Kinzel asked for volunteers from the community, to serve on the board as
officers or as members of a committee.
- Discussed
the increase of assessments.
Items that were accomplished in 2002
- Re-landscaped
the hill that was drainage.
- Repaired
the hill that was leaking into resident’s backyard.
- Fence
was painted
- Trees
were cut and trimmed.
- Repaired
the fence in the back of the Clubhouse.
- Repair
of the tennis courts.
- Installed
“No Trespassing” signs and “No Parking” signs.
- Reduction
in delinquent homeowner assessments and outstanding collections.
- Raised
assessments.
Items on the agenda for 2003
- Update
the website (Volunteers would be greatly appreciated)
- Start
contributing to the reserve fund for the retaining wall on the hill behind
the clubhouse.
- Work
on the Clubhouse
- Monument
signs out in front.
- Landscaping
on the hill
- A
decision needs to be made on what to do with the storm water drainage,
management ponds.
ADJOURNMENT
The Annual meeting was recessed at
7:30pm. The next meeting will be on
February 25, 2003
at the
Chapman Farm clubhouse.
