THE BOARD OF DIRECTORS OF THE CHAPMAN FARM HOMEOWNERS ASSOCIATION MET AT THE CHAPMAN FARM CLUBHOUSE ON JUNE 24, 2003.

 

CALL TO ORDER:

The meeting was called to order at 7:05pm with the following members present:

 

 

APPROVAL OF MINUTES

The minutes from the monthly meeting held on May 27, 2003 were approved as written.  Carolyn Griffon moved to approve the minutes as written and Rick Gloekler seconded the motion. The motion carried.

 

TREASURER’S REPORT

The General Trial Balance for the Association was reviewed and it is in accordance with the Budget for the fiscal year.

 

MANAGEMENT REPORT

Nancy Chick of ProCom gave the management report.

1.       Transfer of Ownership to date

a.        John & Kim Kilbourne to 1505 Peggy Ct.

b.        5% rentals in the community.

2.      Projects Completed/Underway

a.        Topsoil above Forsythia bed (Ossman) completed.

b.        Vacuum replaced in clubhouse.

c.        Homeowner told to remove boat at 1611 Pete’s Ct. 

3.       Proposals

a.        Proposal from Jams for misc. landscaping

b.        Proposal from Jams for tree removal

c.        Proposal from Jams for spraying of poison ivy.

d.        Proposal for fountains from Fountain Craft.

e.        Proposal from Tico Electric for fountains.

f.          Proposal from BGE forthcoming. 

4.       General Matters

                                   a.     Homeowner letters.

PRESIDENT’S REPORT

·         Need to decide on whether to go forward with the fountain.

GROUNDS COMMITTEE REPORT

·         Discussed the proposal from Jams, for misc. landscaping on Trumbles Court and at Price and Pearl Traffic Island.  They propose to create a bed and install the following shrubs to prevent further foot traffic.  8 Forsythias 30-36’.  The cost would be $530.00.  The board turned down this portion of the proposal.   In addition, Jams proposes to replace the five dead Junipers with 5 Andora Junipers at a cost of $190.00.   The board would like more information before they make their decision on this.  Carolyn asked if the Junipers they are replacing are Andora Junipers.  The board would also like to know what Jams would recommend to plant that is low maintenance. 

 

·         Discussed the proposal from Jams, for tree removal on Pearl Drive and Chapman Drive entrances.  On Pearl Drive they propose to remove 3 dead or declining Locust trees and grind the stump below grade and install 3 Catawba Crepe Myrtle 6-8’ at a cost of $1,025.  On Chapman Drive they propose to remove the one dead Locust tree and grind the stump below grade and install one Catawba Crepe Myrtle 6-8’ at a cost of $342.00.  Tabled.

 

·         Tot Lot- Jams proposes to add new wood chips under the tire swing, at a cost of $58.00. (Approximately 2 yards)  Brian Slack moved to accept the replacement of the wood chips in the Tot Lot at the cost of $58.00, and Carolyn Griffon seconded the motion.  The motion carried.

·          Pieces from the Tot Lot need to be put back together (i.e. wings of the plane.)

·         Proposal from Jams to spray for Poison Ivy at 1609 Trumbles Court at a cost of $530.00.  The board rejected this proposal. 

Fountain

·         Discussed 2HP vs. 15HP.

·         BGE still needs to wire the first pond and in addition, they need to look at the second pond. A representative from the Board needs to be present when they install the unit.

·         Mike Kinzel moved to approve the modified proposal for the 5HP; 3PH (Body Assembly and Pump) and lights at a cost of $9,999.00 for 1 pond and Carolyn Griffon seconded the motion.  The motion carried.  Mike Kinzel moved to accept the amended motion including the approval to move on the second pond shortly after the first one is completed.  Carolyn Griffon seconded the amended motion. 

·         15% discount for 2 ponds. 

·         Need a proposal to clean out the debris from both ponds.

·         The Board decided on 1 light per pond (Amber color) at the cost of $399.00.

 

ACC REPORT

·        Flagpoles- Discussed flagpoles.  Flagpoles are permitted.   

ADJOURNMENT

Being no further business to come before the board, the meeting was adjourned at 8:20pm. Carolyn Griffon move to close the meeting and Rick Gloekler seconded the motion.  The motion carried. The next meeting will take place on June 24, 2003 at 7:00pm at the Chapman Farm clubhouse.
